M. David Ruff serves as Chief Consultant to the Assembly Committee on Revenue and Taxation. In this role, David analyzes legislation, provides technical assistance on tax law, and organizes informational and oversight hearings to provide a public forum for reviewing relevant tax issues. David represents the Committee as a member of the Advisory Council to the Executive Director of the California Department of Tax and Fee Administration. David is also a member of the Advisory Board of the Franchise Tax Board.
David was previously an attorney in the Sacramento office of McDonough Holland & Allen PC and, before that, a Special Deputy District Attorney in Marin County. David earned his law degree in 2002 from the University of California, Berkeley (Boalt Hall). He received his undergraduate degree in political science, summa cum laude, from the University of California, Davis in 1999, where he was a Regents Scholar.
Harrison serves as Associate Consultant to the Assembly Committee on Revenue and Taxation, where he analyzes legislation, provides policy guidance, and assists in execution of the committee’s duties. Harrison previously served as senior legislative assistant in the Office of Asssemblywoman Autumn Burke. Harrison earned his undergraduate degree in History from the University of California, Santa Barbara in 2016.
Wesley serves as Associate Consultant to the Assembly Committee on Revenue and Taxation where he analyzes legislation, provides policy guidance, and assists in execution of the committee’s duties. Wesley previously served as a policy consultant in the Office of Assemblymember Jacqui Irwin. Wesley graduated cum laude from Claremont McKenna College in 2018 with a bachelor’s degree in Philosophy & Public Affairs and completed the Jesse M. Unruh Assembly Fellowship in 2019.
